To put it simply, the Outlaw Star prequel's title (Future-Retro Hero Story) refers to two characters: Juji (protagonist) and his father, Roger. Both were very much heroes, but I don't want to spoil anything. The previous (retro) hero was Roger, with the new (future) hero being Juji.

So, "FUTURE HERO NEXT GENERATION" refers to Gene being Juji in another generation. Outlaw Star is set in the Toward Stars universe. FRHS is set many years before when the universe was called the "Fixed Star universe". This probably means that the aforementioned FRHS characters were Gene's ancestors.

Obviously, without any confirmation from Takehiko Ito, you'll have to take all that with a grain of salt but I think it makes the most sense. With how we plan to translate many Ito interviews in the future, maybe we'll find our answer.
Gene: "Have faith in me guys, enjoy the rideóyou're in good hands. I can handle this. I can do it!"
    Jim: "How do you know?"
    Gene: "I don't!"
    Jim: "I knew it."
Gene: "That's okay. There's a first time for everything!"
