Well, in the UK cookies are nearly always these things (or its variants, like white chocolate, double chocolate, etc.):

As I understand in the US the word "cookie" extends far beyond that and includes a lot of what we call "biscuits". And as I also understand, biscuits in the US are soft.
Anyway, considering it a "chocolate chip cookie" as above I'd choose brownies. Not much beats fresh and warm brownies with a cold glass of milk.
